Welsh & Associates has been retained to conduct the search for a new Director of Human Resources for the City of Battle Creek, Michigan.  

Position Summary
This position is responsible for the overall strategy, implementation, and administration of the City of Battle Creek’s Human Resources department.
Essential Functions
Recruiting/staffing; Compensation; Benefits; Performance Management; Reward & Recognition Programs; Training & Development; Health & Safety; Diversity & Equity Programs; Workforce Planning; Labor Relations (in partnership with Labor Attorney); and Policies and Procedures. 
Typical Tasks
  • Plans, prepares, administers and directs the administration of classification and compensation plans for nonunion and union employees as adopted by the City Commission.
  • Assures that city employment, labor relations, personnel and equal opportunity policies and practices comply with applicable provision of federal and state labor laws, including the maintenance of necessary files, etc. 
  • Plans and directs employment activities assuring that qualified employees are recruited/hired/promoted for permanent, temporary, and seasonal positions.
  • Maintains staffing patterns and levels as authorized in the city budget.
  • Development and implementation of training and employee development programs.
  • Manages the Tuition Reimbursement as well as employee reward and recognition programs.
  • Plans and directs the administration of the city's performance evaluation program.
  • Administers the city's pension plans (MERS) and other contractual benefits.
  • Develops HR policies and procedures; makes recommendations to City Manager and Commission.
  • Oversees the establishment and maintenance of official personnel records.
  • Administers the City’s employee benefit insurance, health and safety programs.
  • Administers self-funded workers’ compensation program, working with third party administrator
  • Administers all health-related issues, including employment physicals, ADA, accident claims, sick leave claims, workers’ compensation claims, disability retirements and fitness for duty evaluations.
  • Manages Leave Donation program
  • Administers City’s wellness and Employee Assistance Programs
  • Works with labor attorney in interpreting labor contract, negotiations, grievances or other areas.
The ideal candidate will have:
  • Bachelor's Degree in Human Resources, Business Administration or related field.
  • 10+ years of experience in Human Resources as a generalist
  • 2+ years of experience as a Human Resources Manager
